This is a density-based estimate using the 13-subprovision density scale from NMFC Docket NMFC-2025-1. Actual classification is also affected by handling, stowability, and liability characteristics, and the density scale applies only when those issues are absent. Your carrier makes the final call.

NMFC 13-subprovision density scale. Intervals are half-open: each subprovision includes its lower density and excludes its upper density, and the wording below is the published wording. The first band is open at the bottom and the last band is open at the top.
Sub Density (lb/ft³), as published Class
1 Less than 1 400
2 1 but less than 2 300
3 2 but less than 4 250
4 4 but less than 6 175
5 6 but less than 8 125
6 8 but less than 10 100
7 10 but less than 12 92.5
8 12 but less than 15 85
9 15 but less than 22.5 70
10 22.5 but less than 30 65
11 30 but less than 35 60
12 35 but less than 50 55
13 50 or greater 50

Class 65 covers freight from 22.5 lb/ft³ up to but not including 30 lb/ft³. Its lower bound is the only fractional density in the scale, which makes this the one band that does not start on a whole number, and its 7.5-pound span ties with class 70 as the second widest of the thirteen.

Class 65 by the numbers

Class 65 is subprovision 10 of 13 in the current scale, and NMFTA's published wording for it is "22.5 but less than 30".

The band one step lighter is class 70 (15.00 ≤ density < 22.50 lb/ft³). The band one step denser is class 60 (30.00 ≤ density < 35.00 lb/ft³).

It spans 7.50 lb/ft³, wider than 8 of the other 10 bounded bands in the scale.

In a handling unit measuring 40 × 48 × 48 in — about 53.33 ft³, an illustrative size rather than a standard pallet specification — class 65 covers shipments weighing 1200.00 lb or more but less than 1600.00 lb.

The band that starts on 22.5

Because the boundary is fractional, a density of exactly 22.5 lb/ft³ belongs here rather than in the band below. That is a single, specific case, and it is the only place in the scale where an inclusive lower bound is not a whole number, so it is an easy place to be one band out.

The band ends at 30, a whole number and therefore the start of class 60. Above this point sit the two bands that the Docket 2025-1 expansion added, and from here on the classes are in the fifties.

Frequently asked

Which band applies at exactly 22.5 lb/ft³?

Class 65. Each interval includes its lower bound, and this band's lower bound is 22.5, so that exact density starts class 65 rather than ending class 70.

What sits above this band?

Class 60 covers 30 up to 35 lb/ft³, class 55 covers 35 up to 50, and class 50 covers 50 and above. The top two of those were added when the scale was expanded from 11 subprovisions to 13.
